The federal grant rulebook is being rewritten. Here's what it means for your nonprofit.

If your organization has ever received federal money — directly from an agency, or passed through your state, county, or another nonprofit — you're operating under a rulebook called the Uniform Guidance (2 CFR Part 200). It's being rewritten right now, in the biggest overhaul since 2013, and it's happening less than two years after the last major update.

Some of it is already locked in. Some of it is still a proposal, with public comments due July 13, 2026 and a proposed effective date of October 1, 2026. This guide walks you through both, in plain language, with no legal jargon and no guesswork about what's real versus what's still on the table.

This is for you if:

  • Your organization receives federal grants or contracts, directly or as a subaward
  • You're not sure whether the 2024 rule changes (audit threshold, indirect cost rate) are already working in your favor
  • You have any federally funded programs with international partners, or that use DEI-related language
  • You want to know what's actually changing before October 1 — without reading a 100-page regulation yourself

What's inside:

  • A 3-minute plain-language primer on what the Uniform Guidance actually is and why it's changing now
  • A clear breakdown of what's already in effect from the 2024 update (the $1M audit threshold, the 15% minimum indirect cost rate, new fraud-disclosure rules, and more) — and how to make sure you're actually using them to your advantage
  • A full rundown of what's newly proposed for 2026: DEI funding restrictions, new E-Verify requirements, easier termination of awards, the end of lump-sum grants, and more
  • A quick self-check to find out whether any of this actually applies to your organization
  • A concrete action list for what to do this month, while the rule is still open for public comment
  • A printable prep checklist you can hand straight to your board or finance committee

Why now

The public comment period closes July 13, 2026. Being informed early means you can actually weigh in if a proposed change would hurt a program you run — and you won't be caught flat-footed if it takes effect October 1.

This guide is written for executive directors, board members, and finance staff who don't have a compliance department to translate this for them — because most nonprofits don't.
